Ο Σύλλογος Ελλήνων
Αρχαιολόγων δημοσιεύει με ιδιαίτερη τιμή και ευγνωμοσύνη την ανοικτή επιστολή
προς τον Πρωθυπουργό που υπογράφουν 487 έγκριτοι επιστήμονες, στην πλειονότητά
τους αρχαιολόγοι, ιστορικοί, μουσειολόγοι και ιστορικοί της τέχνης, καθώς και
δύο συλλογικοί φορείς του εξωτερικού, διατυπώνοντας την αντίθεσή τους στη
σχεδιαζόμενη αποκοπή των μεγάλων Δημόσιων Μουσείων από την Αρχαιολογική
Υπηρεσία με την μετατροπή τους σε Νομικά Πρόσωπα Δημοσίου Δικαίου.
Οι υπογράφοντες και
υπογράφουσες αποτελούν διακεκριμένα μέλη της διεθνούς ακαδημαϊκής κοινότητας.
Σε αυτούς συγκαταλέγονται Ακαδημαϊκοί, ομότιμοι και εν ενεργεία καθηγητές
Πανεπιστημίων της Ελλάδας και του εξωτερικού, ειδικοί ερευνητές σημαντικών
επιστημονικών κέντρων και ιδρυμάτων και επιστήμονες ξένων μουσείων. Kάποιοι
ανάμεσά τους, μάλιστα, έχουν τιμηθεί με τις ύψιστες πολιτειακές διακρίσεις όχι
μόνο στις χώρες τους, αλλά και στη δική μας. Την επιστολή συνυπογράφουν ο Dr.
Patrick Schollmeyer, με την ιδιότητα του Προέδρου του Συλλόγου Γερμανών
Αρχαιολόγων (Deutscher Archäologen-Verband e.V.), καθώς και η Ένωση
Γερμανόφωνων Ερευνητριών και Ερευνητών στον Τομέα της Ελληνορωμαϊκής
Αρχαιότητας (Mommsen Gesellschaft, Verband der Deutsche Sprachigen
Forscherinnen und Forscher auf dem Gebiete des Griechisch-Römischen Altertums.
Οι 487 Έλληνες και ξένοι
επιστήμονες εγνωσμένου κύρους από κορυφαία ιδρύματα 25 χωρών του κόσμου
διαθέτουν μεγάλη εμπειρία και βαθιά γνώση της αρχαιολογικής και μουσειακής
πραγματικότητας στην Ελλάδα και το εξωτερικό, έχουν συνεργαστεί με πλήθος
Μουσείων διεθνώς. Βασισμένοι σε αυτή την εμπειρία, ζητούν από τον Πρωθυπουργό
να μην επιτρέψει την αποκοπή των μεγάλων Μουσείων από την Αρχαιολογική
Υπηρεσία.
Με το κείμενό της, γραμμένο
στην ελληνική και αγγλική γλώσσα, η διεθνής επιστημονική κοινότητα εκφράζει τον
βαθύ της προβληματισμό για τις συνέπειες της επικείμενης αλλαγής στο νομικό
καθεστώς των πέντε μεγάλων Δημόσιων Μουσείων της χώρας, κυρίως λόγω της
διαφαινόμενης έμφασης σε παρεχόμενες υπηρεσίες εμπορικού χαρακτήρα εις βάρος
του πρωταρχικού προορισμού τους, που είναι η διαφύλαξη της πολιτιστικής
κληρονομιάς, η προώθηση της επιστήμης και η παιδεία.
Η επιστολή αυτή αποτελεί
τεράστιο ηθικό έρεισμα στον αγώνα μας για την παραμονή των Μεγάλων Μουσείων
στην Αρχαιολογική Υπηρεσία, με την οποία είναι άρρηκτα συνδεδεμένα, και έρχεται
να ενισχύσει τη φωνή τόσο των εν ενεργεία αρχαιολόγων όσο και 119 ιστορικών
στελεχών του Υπουργείου Πολιτισμού, που έχουν ζητήσει με επιστολές και δημόσιες
εκκλήσεις από τον Πρωθυπουργό και την Υπουργό Πολιτισμού να μην προχωρήσουν
στην κατάθεση του εν λόγω σχεδίου νόμου.

θα βρει ανταπόκριση!

ΤΟΥ ΝΟΜΙΚΟΥ ΚΑΘΕΣΤΩΤΟΣ
ΤΩΝ ΜΕΓΑΛΩΝ ΚΡΑΤΙΚΩΝ ΜΟΥΣΕΙΩΝ
Αξιότιμε κύριε Πρωθυπουργέ,
Με μεγάλη έκπληξη και
ανησυχία πληροφορηθήκαμε πρόσφατα ότι επίκειται η εισαγωγή νομοσχεδίου στην
Ελληνική Βουλή, το οποίο θα αλλάξει το νομικό καθεστώς των πέντε μεγαλύτερων
ελληνικών κρατικών μουσείων (Εθνικό Αρχαιολογικό Μουσείο, Βυζαντινό και
Χριστιανικό Μουσείο, Αρχαιολογικό Μουσείο Θεσσαλονίκης, Μουσείο Βυζαντινού
Πολιτισμού και Αρχαιολογικό Μουσείο Ηρακλείου), καθώς από οργανικές μονάδες του
Υπουργείου Πολιτισμού πρόκειται να μετατραπούν σε Νομικά Πρόσωπα Δημοσίου
Δικαίου. Τα μουσεία αυτά αποτελούσαν ανέκαθεν αναπόσπαστο τμήμα της ελληνικής
Αρχαιολογικής Υπηρεσίας, με την οποία μας συνδέουν βαθύτατοι δεσμοί. Η διακοπή
της σχέσης αυτής συνεπείᾳ μιας τέτοιας νομοθετικής ρύθμισης θα είχε τα πλέον
ανεπιθύμητα επακόλουθα για το μέλλον των μουσείων και την αρχαιολογική
δραστηριότητα στην Ελλάδα.
Γνωρίζουμε ότι οι συλλογές
των μουσείων αυτών αναδεικνύουν την ιστορία όλων των γεωγραφικών περιοχών του
ελληνικού κράτους, αλλά και το συνολικό εύρος του ελληνικού πολιτισμού, ακόμη
και πέραν της ελληνικής επικράτειας, όπως συμβαίνει με τις περιπτώσεις του
Εθνικού Αρχαιολογικού Μουσείου και του Βυζαντινού και Χριστιανικού Μουσείου.
Έχουμε παρακολουθήσει το εντυπωσιακό τους έργο μέσα από πλήθος εκθέσεων,
επιστημονικών καταλόγων και άλλων εκδόσεων, εκπαιδευτικών και πολιτιστικών
δράσεων, και, βεβαίως, μέσα από τις προσεγμένες επανεκθέσεις των μόνιμων
συλλογών τους και τις διεθνείς βραβεύσεις των τελευταίων δεκαετιών.
Αναγνωρίζουμε, επίσης, ότι τόσο η διάσωση του ελληνικού αρχαιολογικού πλούτου
σε μια εποχή διάλυσης πολλών μουσειακών συλλογών παγκοσμίως όσο και η διάδοση
της αρχαιολογικής έρευνας χρωστούν πολλά στους κρατικούς αυτούς οργανισμούς
και, βεβαίως, στην τρέχουσα ελληνική νομοθεσία υπό την οποία λειτουργούν.
Η εξαγγελθείσα αλλαγή του
νομικού καθεστώτος των πέντε μουσείων μάς προκαλεί βαθύ προβληματισμό. Ως
αρχαιολόγοι, ιστορικοί, μουσειολόγοι, ιστορικοί της τέχνης, ως ακαδημαϊκοί,
πανεπιστημιακοί καθηγητές και ερευνητές της αρχαιότητας, έχουμε βάσιμους λόγους
ανησυχίας πως με την επικείμενη μετατροπή θα τεθεί σε δεύτερη μοίρα ο
πρωταρχικός προορισμός των μουσείων ως χώρων διαφύλαξης των συλλογών για τις
επόμενες γενιές, τεκμηρίωσης του παρελθόντος, έρευνας, προαγωγής της επιστήμης
και διάχυσης της γνώσης. Θεωρούμε ότι θα δοθεί μονομερής έμφαση στις
παρεχόμενες υπηρεσίες εμπορικού χαρακτήρα στα μουσεία, π.χ. πωλητήρια, καφέ,
εστιατόρια, ενοικιάσεις εκθεσιακών χώρων, κλπ., υπηρεσίες σημαντικές μεν,
ωστόσο δευτερεύουσες. Ο στόχος των Μουσείων πρέπει να είναι υψηλότερος εκείνου
της οικονομικής κερδοφορίας: οφείλει να είναι η παιδεία των πολιτών.
Αξιότιμε κύριε Πρωθυπουργέ,
σας ζητούμε να μην επιτρέψετε την αποκοπή των μεγάλων Μουσείων από την
Αρχαιολογική Υπηρεσία, που πρωτοστάτησε μαζί με τους Τομείς Αρχαιολογίας των
Πανεπιστημίων, την Εν Αθήναις Αρχαιολογική Εταιρεία και τις Ξένες Αρχαιολογικές
Σχολές στην εξέλιξη της αρχαιολογικής επιστήμης. Απεναντίας, σας καλούμε να τα
ενισχύσετε ακόμη περισσότερο με προσωπικό, οικονομικούς πόρους και τεχνογνωσία.
Είναι άλλωστε παραδεκτό στη διεθνή αρχαιολογική και μουσειακή πρακτική και τη
συνακόλουθη βιβλιογραφία ότι οι συλλογές των μουσείων πρέπει να
αντιμετωπίζονται ως αναπόσπαστα τμήματα του ιστορικού και ανασκαφικού τους
πλαισίου (επομένως και διοικητικού / διαχειριστικού) και να μην αποκόπτονται με
κανέναν τρόπο από αυτό. Μην αποκλείσετε τις αρχαιολογικές συλλογές, τόσο των
μουσείων όσο και των Εφορειών Αρχαιοτήτων, από τα οφέλη και την ευθύνη μιας
κοινής διαχείρισης, η οποία καθιστά τον υλικό πολιτισμό της αρχαίας και
βυζαντινής περιόδου της Ελλάδας αυτό που όλοι επιδιώκουμε να παραμείνει: μια
κοινή πολιτιστική κληρονομιά.
Η μετατροπή των δημόσιων
μουσείων σε Νομικά Πρόσωπα Δημοσίου Δικαίου αντίκειται στη μακρά ιστορική τους
πορεία και παράδοση ως δημοσίων αγαθών, αλλάζει καίρια τον χαρακτήρα τους και
κλονίζει τον κομβικό ρόλο που επιτελούν στην κοινωνία.

OPEN LETTER FROM THE ACADEMIC COMMUNITY
TO THE GREEK PRIME MINISTER CONCERNING
THE PROPOSED CHANGE OF THE LEGAL STATUS
OF ΤΗΕ MAJOR PUBLIC MUSEUMS
Dear Prime Minister,
It was with great surprise and disquiet that we were recently informed
of the imminent introduction to the Greek Parliament of a bill that will change
the legal status of your country’s five largest public archaeological museums
(the National Archaeological Museum, the Byzantine and Christian Museum, the
Archaeological Museum of Thessaloniki, the Museum of Byzantine Culture and the
Archaeological Museum of Heraklion), at present organic components of the
Ministry of Culture, to Legal Entities governed by Public Law. These museums,
with which we have the strongest ties, have always been an integral part of the
Greek Archaeological Service. The severance of that connection consequent on
such legislation would have the most undesirable consequences for the future of
museums and archaeological activity in Greece.
The collections of these museums illuminate the history of all the major
regions of Greece and, further, illustrate the spread of Hellenic culture far
beyond the territory of the Greek state, as is especially the case with the
National Archaeological Museum and the Byzantine and Christian Museum. We have
followed the impressive work of all of them through their numerous exhibitions,
scientific catalogues and other publications, educational and cultural activities
and, of course, the fine re-exhibitions of their permanent collections – not to
mention the international awards granted to them over recent decades. We
observe too that both the preservation of the archaeological wealth of Greece,
during a period when many museum collections worldwide are being dissolved, and
the dissemination of archaeological research, owe much to these state
organisations and, indeed, to the current Greek legislation under which they
operate.
The proposed change in the legal status of the five museums raises deep
concerns. As archaeologists, historians, museologists, art historians, members
of Academies, university professors and researchers of antiquity, we fear that
the forthcoming conversion will degrade their primary function as centres for
the safeguarding of antiquities for future generations, for research and
documentation of the past, for the advancement of science and diffusion of
knowledge. We believe that they will concentrate one-sidedly on services of
commercial character e.g., shops, restaurants, cafés, rental of Museum spaces,
etc., services that are undoubtedly important but secondary. Museums must aim
higher than economic profitability – at the education and edification of people
at large.
Dear Prime Minister, we ask you not to permit the severance of these
major Museums from the Archaeological Service which, together with the
Archaeological Departments of the Universities, the Archaeological Society of
Athens and the Foreign Archaeological Schools, has been at the forefront of the
development of Archaeological Science. On the contrary, we invite you to
further strengthen them with personnel, and with financial and technical
resources. It is, after all, accepted in international archaeological and
museum practice (and evident in the related bibliography) that museum
collections should be treated as inseparable from their historical and
excavation (and consequently also administrative and managerial) context and
should in no way be disconnected from it. Do not exclude the archaeological
collections of Museums and Ephorates of Antiquities from the benefits and
duties of joint management, which will enable ancient Greek and Byzantine
material culture to remain what we all wish it to be: a common cultural
heritage.
The transformation of public museums into Legal Entities governed by
Public Law would run completely counter to their long history and tradition as
public assets, fatally change their character and compromise their key role in
society.
