ICOMOS, ICA, IFLA and ICOM call upon all parties involved in
implementing the complete ceasefire agreement that came into force on 10
November in Nagorno-Karabakh to proactively ensure full respect and protection
of all the cultural heritage in the concerned areas, in particular those where
control is passing from one party to another (Agdam district, Kelbajar district
and Lachin region). This respect and protection must extend to the
conservation, interpretation and presentation of all such cultural heritage.
With reference to the earlier statement issued by the Blue Shield, of
which all four organisations are Founding members, on 7 October 2020, the
parties involved are again reminded of their obligations under international
law provisions protecting cultural heritage in the event of armed conflict, in
particular the 1954 Hague Convention and its two protocols. ICOMOS, ICA, IFLA
and ICOM again express their concern at reports of damage to cultural property
that has occurred during the conflict. They will continue to closely follow the
situation of the cultural and religious heritage during the implementation of
the ceasefire and peacekeeping operations.
Without mutual respect and acknowledgement of all the layers that make
up the rich cultural heritage of the Nagorno-Karabakh region there can be no
hope for any form of lasting peace.

L’ICOMOS, l’ICA, l’IFLA et l’ICOM appellent toutes les parties
impliquées dans la mise en oeuvre de l’accord de cessez-le-feu complet qui est
entré en vigueur le 10 novembre en Haut-Karabakh à assurer de manière proactive
le plein respect et la protection de tout le patrimoine culturel dans les zones
concernées, en particulier celles dont le contrôle passe d’une partie à l’autre
(district d’Agdam, district de Kelbajar et région de Lachin). Ce respect et
cette protection doivent s’étendre à la conservation, à l’interprétation et à
la présentation de tout le patrimoine culturel.
En référence à la déclaration antérieure publiée par le Bouclier bleu,
dont les quatre organisations sont membres fondateurs, le 7 octobre 2020, les
parties concernées se voient à nouveau rappeler leurs obligations au titre des
dispositions du droit international protégeant le patrimoine culturel en cas de
conflit armé, notamment la Convention de La Haye de 1954 et ses deux
protocoles. L’ICOMOS, l’ICA, l’IFLA et l’ICOM expriment à nouveau leur
préoccupation face aux informations faisant état de dommages aux biens
culturels survenus pendant le conflit. Ils continueront de suivre de près la
situation du patrimoine culturel et religieux pendant la mise en oeuvre du
cessez-le-feu et des opérations de maintien de la paix.
Sans le respect mutuel et la reconnaissance de toutes les couches qui
composent le riche patrimoine culturel de la région du Haut-Karabakh, il ne
peut y avoir d’espoir pour aucune forme de paix durable.
